Does the Zoning Code regulate landlord/tenant disputes?

The Zoning Code defines the allowable land use for each parcel, and it also provides a variety of development standards that relate to the design of the project. Most landlord/tenant disputes pertain to the interior of the building and would therefore generally not be subject to the Zoning Code.
